Cant change Blood Timer

I follow the instructions from the manual that was included with this mod, but even after following the directions, i still can't change the blood timer. I can't really describe it well, other than the file won't allow me to change it. I even tried saving over it, again and again with the same name, as the notice says, but it repeats.

I don't know why it wont allow me to change the blood time modifier, but its really annoying. help if you can

You need to change the permissions on the folder so you have admin rights to alter the files.

It's the dumb protections Vista employs.
