How much blood?
I think it was one blood per one action in tDA, and one blood per any number of actions in the modern Masquerade (both up to the Celerity limit of course). I'm trying to clear things up after reading the 20th.

In 20th anniversary it's 1 blood per extra action. This blood doesn't count towards the generational blood per turn limit.

Essentially this. It's nerfed to be similar to the Dark Age system.

"Each point of Celerity adds one die to every Dexterity-related dice roll. In addition, the player can spend one blood point to take an extra action up to the number of dots he has in Celerity at the beginning of the relevant turn; this expenditure can go beyond her normal Generation maximum. Any dots used for extra actions, however, are no longer available for Dexterity-related rolls during that turn. These additional actions must be physical (e.g., the vampire cannot use a mental Discipline like Dominate multiple times in one turn), and extra actions occur at the end of the turn (the vampire’s regular action still takes place per her initiative roll)"

Some have interpreted this to mean you can't perform any attacks (since attacks are dexterity rolls) and only spend one blood point, but it just means that you can't use the extra dice from the celerity points in the attacks or other dexterity rolls, and it's one blood point for an extra action. The weird interpretations so many have on the rules is because they're somewhat poorly written, but if you read carefully they'll make sense.

Wouldn't it make sense if your first action took place earlier than normal, according to your celerity points. Or is it because activating Celerity is part of your first action?

With V20 rules, you have the option to keep some Celerity as a Dex bonus, giving you greater initiative. So you can strike first - faster. Getting more actions before your adversaries' regular actions would make you immortal killing machine.

Also, I like the optional rule I saw in DA: if you take more actions than you have dots in Wits, all actions are at +2 difficulty.
