When using Dominate 1 (outside of conversation) on certain things it doesnt seem to hold as long. Like in the museum, I put the guard in trance to hack the computer long enough to get one thing open, then get out and restart the trance. However, he broke out of it sooner than normal people should have on the second trance.

The duration is randomized from 10 to 14 seconds. So if he was only tranced for 10 seconds on the 2nd use, I doubt you can complete the hacking before he wakes up.
I'd say: no bug.
