The counter on the meter works only on hostile people? Meaning, I get no numbers for regular people on the street. That correct?

It is like that in CE too. Regular people never rat anybody out to the cops, because you know, it is the World of Darkness.

Yeah, hard coded unfortunately. Been that way since Bloodlines 1.0.
