Not necessarily. Far Mastery (Dominate requires Willpower, not blood, to affect someone at a distance. Telepathy (Auspex 4) doesn't require either one to converse with one's 'minions'. Besides, the sealed crypts we're talking about may or may not have actual Antediluvians inside them. They may be decoys. And if we go by WW canon, wasn't the Shadow version of Enoch destroyed in the Sixth Great Maelstrom? (Wraith lore) This would make the (former) occupants of said crypts a moot point. I doubt any character I ever play will be in a position to check out this rumor... hopefully.

| Abyss is Lasombra relam. The place below Hell. Shadowlands belong to Wraiths, visiting Giovanni, resident Nagaraja and other True Black Hand, some Cappadocians/Samedi... No Blood there, I think. Nagaraja can feed off Wraiths, but Ventrue with their dietary restrictions. | |

Elders can operate some disciplines from the depths of torpor (i.e. mental ones that don't require vitae or eye contact). So no BP spent each sunset. Which is why the Methuselahs and Antediluvians can direct their minions from their sealed crypts. Nice work if you can get it.
