Criminal/Masquerade Violation in Hunter's Room? --fixed

When fetching the Servae Malum and killing the hunters, whenever I shoot or use Thaumaturgy, I get a criminal violation or a masquerade violation. Shouldnt that zone be a combat zone?

I have set it to combat zone. But ONLY if you are on the quest, not if you just stumble into the hunters without having the quest from Akeem.
