Sounds to me like you may have conflicting mods and conflicting files. I was suggest wiping everything out, run a good registry cleaner, reinstall Bloodlines and then install CE 1.2 over it, and nothing else. This can happen if you install CE 1.2 over and old copy of Bloodlines that had an old mod, or even the unofficial patches on it.
The white screen happens with Protean when you remove red vision. The white is a picture with all shadows taken out, which is what Protean does by default when you use it. Actually most people don't know this but Protean does 2 things when you activate it, it removes all shadow (the white picture) then lays a red overlay on top of it giving it the "heat vision" effect. If you remove the red vision, then you just have absense of shadow.
The mis-aligned disciplines leads me to believe you have old files mixed in with CE 1.2.
