| Fewer. Guns are countable objects. Alternatively you could use "firepower" in place of "guns" and keep "less" as firepower is not a countable object.
And maybe Brazil has more illegal guns? | |

There is a lot more gun restrictions here in Brazil, which maybe is why we have the most dangerous cities in the world + an extremely high murder rate.
So yeah, the dude was just extremely unlucky. | |

| Depending on the year and on the firm making the study, Brazil has 3 to 6 cities in the Top 10 most dangerous cities. What else do you want me to say? It's dangerous here.
Getting the right to own a gun is extremely complicated. It is a labyrinth of burocracy. You have to go to the Federal Police (our FBI, in a sense) with a bunch of documents not only requesting to own a gun but explaining in detail why you want/ need it. You also need to be older than 25, be employed and have a home, have no criminal record and have a certification of technical capacity and psychological aptitude given by a certified shootings instructor.
It tends to be that only certain professions will end up having guns, like policemen, military, people from the Judiciary. | |

It is a grammatical conditional clause that happens to look like a past tense even that it refers to the present. It is a classic Type 2 Conditional.
