Question regarding quest Jumpin the Bail [SPOILER]

So I can't seem to find the key which is supposed to be in the potted plant outside my door, which would let me into the apartment across from mine.

Is this key hidden due to my low investigation? (I would have assumed just extra items, not quest related items, may be hidden due to low investigation)

Or am I running into a bug of some sort?

or was the key just relocated, and I should search more carefully?

The key doesnt appear if your insection is too low. Raise inspection and reload the map ;-)

...or if you have been working on dex and security you can pick the door lock. If not high enough, and you have a couple points in blood buff you can use that to boost your lockpicking ability.
