Steam Summer Sale

Hi, i just want to ask if the steam summer sale is in every country and if it is if someone can buy me left 4 dead 2 as a gift. I will of course send you the money via paypal for the purchase. The thing is i live in Germany and with a german IP i can only buy the cut version -.-' I think we had a similar topic here a while ago and hope of someone who is willing to do the same with me I need someone who can buy it uncut as a gift
