Downtown Killer Glitch? --fixed

Remember that one area where it's the second part (Or the fourth if you want to be technical) of where the one Gangrel killer attacks? Where you find the key card to the Lucky Star Motel room and the decapitated/imapled body? Whenever I go into that area, no damages are shown whatsoever. No bum, no body, no key card, nothing.

Just to make sure, you have the quest and you have listened to the ansaphone in Skyline?
