Santa Monica - Sabbat stalker

The Sabbat stalker outside of trip's pawn shop is targetable with disciplines. I was able to hit him with a trance and he entered the stunned animation before disappearing into the shadows. The trance effect persisted (as it does). Is the stalker strictly thematic or should they feel like an NPC that the player can 'almost get'?
