Overall, the video is correct. But I would disagree if someone were to say that Brazil will never be developed because of it's geography. The biggest problems in Brazil stems from institutional problems, such as high taxes, extreme burocracy, government inneficiencies, the million ways on which government funds spill out and leave little left to invest, and the like.
Case in point: the biggest producer of agricultural products in Brazil is the state of São Paulo (not the state capital of the same name). This is São Paulo: https://upload.wikimedia.org/wikipedia/commons/thumb/5/55/Sao_Paulo_in_Brazil.svg/300px-Sao_Paulo_in_Brazil.svg.png . As you can see, this state makes more agricultural products than all others. Why? Technology and infraestructure.

The real problem is how strong the "not my problem" attitude is. I've heard people attribute it to Asians in general having a culture that focuses more on saving face, but honestly I think it has at least as much to do with living in an authoritarian state. There is only one step from minding your business and not interfering with the shady shit the state is doing (a typical survival strategy in most dictatorships) to minding your business and not interfering with shady shit that other individuals are doing.
Scots are insane, but that clip was still entertaining.
