That bullshit is based on experience with application of scientific discoveries to industry. All of ours were shot down by beaurocrats, often for nonsensical reasons. As a result, 70% of the time, Polish lawgiver has no clue what the intent of the law was and cannot change it even if it matches Polish conditions as a cow fits a cavalry charge.

As someone who descends from german immigrants that landed in the south, I can confirm. Some towns there used to only speak german or italian. This Photo in question is probably Gramado, a town that gets most of it's money from tourists, so keeping things looking like that is more for commercial reasons than tradition. I've been there twice.

The southern states in question are now broke and riddled with violence, so it's the full european experience.
