Email College Costs, seem inconsistent.

As I understand it, a first dot in anything costs $300, providing you have at least 4 Research.

So far I have been charged.

Computer $400 for first dot (4 Research, I reloaded and double checked this, thinking I must have had only 3 Research)
Stealth $300 (5 Research) - this was as expected.
Finance $600 (6 Research) - what is going on here? Is this anything to do with Finance counting twice towards Haggling now? Although I don't see how.

Are Talents / Skills / Knowledges costed differently from each other?

If they are then I would have been better off buying dots with experence for the more expensive ones and using the cash for the others.

The costs are consistent. But if your research feat is one or two points lower than you usually need to learn this level, you can still learn it, but with additional tutorials. That rises the costs by $100; and blood cost goes up to 12 points to represent the additonal time you need for the studies.
When you doublecheck you should find that the function calls have a suffix "tut" in the name, if you need the additional tutorials.
