Well, except for the user.cfg line, it looks quite normal to me.
Did you get any trouble or error messages when running the respatch?
Or did you set any keybindings to keys that are overwritten by autoexec.cfg?
you will find the files config.cfg and autoexec.cfg in the subdirectory \vampire\cfg
you can open them with a standard text editor like notepad.
If you can't solve the issue this way, delete config.cfg and start a new game without using respatch. See if you get the same error message. If not, try respatch and check again.
For any further suggestions, I need the results of these tests.
