Indeed it does. And so do most other artifacts actually, especially weapons. Once you build up a decent Smithing skill they get outclassed by Skyforged Steel because that benefits from Steel Forging while most artifacts do not benefit from any perk so the Smithing improvement to damage is much smaller. And the ones that can be fully improved usually require 2 or 3 perks beyond what you normally need, which isn't really worth it. The one artifact weapon that actually is good is the Ebony Blade. It's base damage is shit and it can't be improved, but once maxed out it has a 30 point Absorb Health enchantment with no cost (infinite charge). It's especially good for characters who use Dragonhide spell for defense and don't want to bother with Smithing. It sucks for stealth though since enchantment damage doesn't get any multipliers. Artifact armor largely suffers the same problem as artifact weapons, but there are some neat pieces of clothing and jewelry. | |

| I like to forge Stalhrim, so I go up to Ebony. When you put Chaos Damage and Fiery Soul Trap (Or Frost Damage) on it it is totally overpowered. Especially so as Stalhrim gives bonuses to Frost enchantements. But yeah, it costs a few Perk points to go for Ebony, but I think it is worth it. | |

| I have an odd playthrough... First Meridia's temple glitched and gave me two Dawndreakers, now I killed a Dragon in Werewolf form. It was a form fattend on Thalmor from Northwind, but still. | |
