That is mostly propaganda. The reforms are aimed to reinstate discipliunary responsibility of juges. You know, we are a tad tired of the simplest of cases lasting years, court sessions happening each 6-9 months in a case, multiple overlapping and/or court ordered evaluations and expert opinions in the same case, or juges simply forgetting to show up, so the next hearing will be in 6 months... And this is only from my personal experience. Worse things happen.
Not to mention judges consider themselves to be "an exceptional caste", as judge Irena Kamińska, acting head of the Higheest Administrative Court put it. As they have legal immunity, noone can persecute them unless caught red handed, and totaly noone if their rulings are contrary to the law in books.

TL:DR: We are fed up with judges in Poland.
