Samedi can't shop

I can confirm this with my Samedi playthrough. And it is just those two vendors. Also a few NPCs, like Hong and that Japanese hunter (I forget her name) won't talk to you unless you sneak up on them and then initiate conversation. In fact the hunter will attack you if you do not do this.
